Most provinces, plus Yukon and the Northwest Territories, run a Provincial Nominee Program (PNP): the province nominates the applicant and IRCC decides on permanent residence. The four Atlantic provinces also take part in the Atlantic Immigration Program (AIP).
Quebec selects its economic immigrants through its own system, and Nunavut has no nominee program; people who want to live there use federal routes such as Express Entry.
